I really think the qualit of the lenses are really important. It definitly makes a better quality on the image (I have a D3100 wich I am very happy about it but I have some friends with a D7000 cameras but worse lenses than mines (I have a 18-105mm (f/3.5-5.6) nikkor lens and other analogical (wich quality are better) like a 55mm, 35mm from Nikon and a Tamron 18-300 (or something like that, I don't really remember now) and my photographies have definitly more quality on colours and light.
But it's true that I think that when you reach a certain level (more professionally like) you have to have a better camera. At some point you have to change the machine for your own demands.
So for the begining I would say to go for better lens and poor camera, and if you see that you need a better machine for what your demands are, then you have to go for a better camera.
(All this speaking of Reflex cameras : professional or semiprofessional cameras, I can't really ship for the people who has an iPhone ore an iPad and buy a superduper pro len for it ¬¬ )
